Plumber Network Terms of Service

Effective Date: January 1, 2026 • Last Reviewed: Current Operating Season

1. Agreement to Terms & Dispatch Referral Model

Engaging technical dispatch coordination or accessing https://localplumbingrepairexperts.com creates a legally binding contract governed by these Terms of Service ("Terms"). This agreement applies to all service requests initiated online or through our telephone dispatch center at 877-404-7048.

Operating as a technical dispatch and lead coordination service, Local Plumbing Experts connects homeowners, rental property managers, and commercial building operators with independent plumbing contractors. Independent contractors perform on-site troubleshooting, pressure testing, mechanical repairs, drain clearing, and pipe replacements. Contractors operate under their own business entities and maintain responsibility for their individual licensing, liability insurance coverage, permits, and workmanship. Requesting service confirms full acceptance of this referral structure and agreement to these terms.

2. Service Intake, Diagnostics, & Upfront Authorizations

Every service appointment follows an established technical intake sequence:

• Service Intake: Dispatch operators record reported plumbing symptoms, pipe types, fixture counts, observed leaks, and location constraints to schedule an appropriate local plumbing technician.
• Comprehensive Diagnostic Evaluation: On-site service begins with systematic equipment testing. Technicians measure incoming water pressure, evaluate thermal expansion tank pressure, test electric element and thermostat resistance in ohms, inspect drain channels with fiber-optic cameras, and check pressure relief valves.
• Itemized Written Estimates: Following diagnostic testing, the technician presents a clear, itemized quote detailing recommended repairs, required OEM or equivalent parts, labor charges, and estimated completion time. No mechanical work or component replacement proceeds without explicit customer signature or oral approval.

3. Telephone Communications & TCPA Agreement

Submitting an intake request or placing an inbound call to 877-404-7048 constitutes express written permission to receive service-related communications via telephone and SMS text messaging. Communications include scheduling confirmations, technician travel updates, diagnostic findings, and invoice links. Standard carrier message and data rates may apply. Telephone calls may be recorded for dispatcher training, safety compliance, and intake record accuracy. Consent to receive service communications is not required as a condition of buying any products or equipment.

4. Customer Property Access & Workspace Standards

Safe and efficient plumbing evaluations require cooperation regarding job-site readiness:

• Authorized Adult Representation: An adult representative of at least 18 years of age with legal authority to approve mechanical repairs and issue payments must remain on the premises during the service appointment.
• Unobstructed Access Pathways: Clear, lighted pathways must be provided leading directly to fixtures, water heaters, main water shutoff valves, electrical breaker boxes, gas shutoffs, cleanouts, and crawlspaces. Attic access ladders, crawlspace hatches, and utility room doors must be safe and operational.
• Hazard Elimination: Work areas around plumbing components must remain clear of flammable vapors, standing sewage, and household clutter. Pets must be secured safely away from the service zone prior to technician arrival.

5. Plumbing Code Compliance & Replacement Components

Field technicians execute all repairs and installations in compliance with the Uniform Plumbing Code (UPC), International Plumbing Code (IPC), National Fuel Gas Code (NFPA 54), and municipal plumbing amendments. Replacement components, including pressure reducing valves, relief valves, copper and PEX fittings, drain assemblies, and ceramic cartridges, meet manufacturer specifications or OEM-equivalent technical standards.

Property owners remain responsible for satisfying any private architectural guidelines, HOA requirements, or commercial lease conditions that govern structural plumbing modifications or sewer lateral excavation.

6. Mandatory Life-Safety Disconnect Protocols

Pressurized plumbing systems involve extreme hydraulic pressures, scalding water temperatures, and potential biohazards. Plumbers are legally obligated to protect personal safety and prevent structural catastrophe:

• Imminent Hazard Discovery: If diagnostic testing identifies immediate life-safety or structural hazards—such as split pressurized supply pipes causing active flooding, natural gas leaks, seized relief valves, or contaminated sewer backflow—the technician is required to shut off incoming water, electrical breakers, or gas supplies to the unsafe equipment.
• Formal Safety Notices: Disconnecting hazardous equipment is accompanied by a written safety notice detailing the mechanical defect and necessary remediation. Equipment will not be reconnected while hazardous conditions remain.
• No Safety Bypasses: Technicians are strictly prohibited from bypassing safety relief valves, modifying backflow assemblies, or leaving open sewer cleanouts uncapped under any circumstances.

7. Diagnostic Fees, Billing, & Cancellations

• Diagnostic Fees: A standard diagnostic dispatch fee covers technician travel, multi-point pressure testing, and systematic circuit or pipe evaluation. This diagnostic charge is earned upon completion of the evaluation, regardless of whether the customer approves recommended repairs.
• Payment Terms: Payment for completed repairs and replacement components is due immediately upon work completion. Acceptable payment methods include major credit cards, debit cards, and pre-approved commercial accounts.
• Cancellations: For non-emergency routine maintenance and scheduled camera inspections, notice of cancellation is requested at least 24 hours prior to the scheduled window to allow re-allocation of technicians to emergency pipe bursts or active sewer backups.

8. Warranties, Disclaimers, & Limitations of Liability

• Component & Labor Warranties: Replacement plumbing fixtures and parts carry the respective manufacturer warranties. Specific labor warranties for installation or repair work are documented directly on the technician's written invoice.
• Pre-Existing Plumbing Conditions: No liability is assumed for pre-existing plumbing deficiencies, corroded household supply pipes, unpermitted past alterations, or structural water damage that occurred prior to the technician's arrival.
• Limitation of Liability: To the maximum extent permitted by applicable law, aggregate liability arising out of any referral, diagnostic service, or repair visit, whether based on contract, negligence, or warranty, shall not exceed the total fee paid for the specific service visit. In no event shall liability extend to indirect, incidental, punitive, or consequential damages.

9. Governing Law & Dispute Resolution

These Terms shall be governed by and interpreted under the laws of the jurisdiction where the plumbing service was rendered, without regard to principles of conflicts of law. Parties agree to attempt good-faith informal mediation to resolve any disagreement before initiating formal legal proceedings.
